Interest in the oil and gas fields of the northern part of the. Timan Pechora basin in Russia is increasing. However, the infrastructure required for commercial transportation and export of the crude oil is to a large extent nonexistent. Oil produced from the southern part of the region, in the Komi Republic is presently shipped southwest to Jaroslavl via the Transneft pipeline system. If the northern fields of Timan Pechora are to be successfully and economically developed, new oil transport facilities must be established. In October 1993, a consortium made up of four Russian entities and nine western oil companies, each with interests in the northern Timan Pechora basin, entered into a cooperation for the Phase I of the Northern Gateway Oil Terminal Study (NGT). The objective of the study was to evaluate, based on economics and technical viability, four alternatives for a year-round oil terminal in the southeastern part of the Barents Sea. The terminal should serve both onshore and offshore oil developments and should also have the capability and capacity to handle oil from other regions. Phase I of the study was completed during the summer of 1994. It addressed the required onshore and offshore pipeline systems, crude oil storage facilities, offshore loading systems and structures, conventional and ice class tankers and a transshipment terminal.This paper presents a general overview of the key points of Phase I of the study for "Northern Gateway Oil Transport Terminal." The paper highlights the work carried out to evaluate possible locations for a regional oil terminal for the northern Timan Pechora area. The work was organised as a Joint Industry Project and started in January, 1994 and was completed by the issue of the final report in July, 1994.
